You have broken wires in the tilt wheel. You will need to take the steering wheel off and start looking for a broken wire in the steering column somewhere. You will have to have a steering wheel puller to get it off.
There is a pin that goes in the side of the steering wheel. Take off the sterring wheel and cover. You should see a hole and the pin goes in there

Grease the rubber boot that goes around the steering shaft as it goes through the firewall.
The car can wander (moving from side to side without turning the steering wheel.) There can be play in the steering wheel as well.

ok you have to check on your steering wheel in back of you steering wheel there will be a 2 or 4 bolts you gonna have to remove ,as soon your remove you steering wheel airbag you should see 2 wires one goes to airbag on other will be connected to you steering wheel switches ,,you should remove that and after that you gonna see one bolt you should remove it and you can after that you should be able to pull you steering wheel
Your car most likely have power steering, and the power to the power steering comes from the engine. So when you turn the wheel, the engine has to work a little harder, and to work harder the engine has to spin a little faster.
many reasons, steering pump, cv joints may be going out, or you could be grinding some plastic that goes around the wheel
