The first thing that you need to start checking for is a broken vacuum line/lines or one that has come off.............

Not knowing what vehicle you have, many vehicles use a vacuum supplied by the engine to operate the different positions for the air to come out. When the vacuum is absent the system defaults to the defrost mode. I would check the vacuum supply hose starting at the engine for cracks, damage and disconnection.
Yes both indoor and outdoor fans will operate, the only time 1 will stop in heat mode is in defrost the outdoor one stops briefly to defrost better,
On my 1995 Ford Explorer when the defrost position is selected , and the temperature knob is set in the red area to get heated air to defrost the windshield , the A/C compressor will cycle on and off to help dehumidify the air, but the compressor ONLY cycles on and off in the DEFROST POSITION ( sorry if I'm misinterpretting your question )
Most likely a bad or disconnected vacuum hose to the defrost/floor selector in the heater ducting.
Check the vacuum supply from the engine. If it is disconnected or cracked the system will default to defrost only.
The doors inside the dash that regulate air movement are not operating. They may be broken or your control cable might have slipped. You will need to look under the dash to find out more.
