That is correct. On 1987 and later 900s the dashboard lights come on whenever the ignition is switched to ON.
If your full beam doesn't stay on, make sure your light switch on the console is actually turned to "on". Unless you've had the daytime running lights disabled, then the lights will be on when switched "off" (!) and this means the full beam doesn't lock on, it only does "flash" mode. When the lights are switched "on", then the full beam should stay on.
Sounds to me it is your brake lights that are stuck on. If that is the case, I would suspect a faulty or out of adjustment brake light switch.

Hey Humayun==It would help if you stated what kind of car you have. If you have automatic headlights there is a module under the dash that controls them and it is bad. On some cars, the lights stay on until the door is opened. GoodluckJoe

If they stay on for a short time after leaving the car on a new vehicle, that is normal. If they car is older or the lights just stay on, it is one of a few things. 1. The parking lights were left on. 2. The light switch is bad 3. There is a short in the wiring to the lights.
