Missing or damaged retaining clips.
Try spraying the run channels with silicone. If that doesn;t do it you have to take off the trim pad and lube the linkage inside the door.

Check your wiper linkage and/or the splines on the spindle.

A direct bolt in, 1956 only. A 1954-55 will work if you include the 1954-55 transmission and linkage.
If one wants to replace a wiper linkage there are a few steps involved. Pull the wiper arm away from the windshield until the arm locks in vertical position. Unbolt the nut that holds the wiper arm to the linkage and pull the wiper arm off the linkage. Open the hood and unbolt the wiper motor and slide the motor off of the linkage. One then will remove the wiper linkage and install a new one.
The 2001 Chevy Cavalier automatic transmission shift linkage is held in place with a swivel nut on each end of the shift linkage. Turn the swivel nuts to the left and the shifting linkage will come off. Reverse the process to install your new shift linkage.

Because rust slowly begins to grow on the wiper motor ball that is related to the linkage and that corrosion disintegrates the plastic female part that holds on to the motor and it causes to remove the linkage off, my suggestion, buy a new motor and linkage, it will save lots of hassle and time!
It appear either the linkage from the OUTSIDE handle is not connected or can be disconnected from the INSIDE door handle . If either is the case, you must force your way in through the top of the door trim and work the internal linkage manually. Good luck
Open the hood and pop off the transmission shift cable from the transmission linkage, then rotate linkage by hand into neutral.
