I believe the AC is designed to NOT work when the outside is below 40°F due to potential for freezup in the coil. Unless you are a polar bear, isn't 40° air cool enough? The dreaded automatic climate control on Olds sucks, but in your case I think it is working per spec. Most people complain that it blows out hot air when they ordered cool air.
