When you scroll on a page, and there are "lines" or "waves" it usually means that your graphics card is out of date.
The most likely way that you can get rid of this is:
1.) Update your graphics card.
To do this go to your graphics card site and find that latest update available for your type of card.

You can scroll up and down using the scroll bars. You can also use the mouse or the Page Up and Page Down keys.
The scroll bar is the bar on the side of your browser that you drag to move up and down the page.

You can go to the "me" page (www.habbo.com/me) and scroll down to the bottom of the homepage. There you will see a list of your tags with red lines in front of them. Click the red lines and the tag is deleted!
Firefox could be down at the time. You can try exiting off the page and opening it back up.
