it could be the weather stripping on the passenger side door IF ITS NOT RAINING, THE HEATER CORE MAY BE LEAKING. sounds like the drain pan for the sky light id leaking

There is a basin underneath the plastic cover where the wipers are. It is on the passenger side. At the bottom of the basin, there is a hole that can easily get clogged with leaves. This basin will fill up and pour through your vent system and fill your passenger floor. All you have to do is remove the black cover and remove the debris..

No. Most cars aren't even approximately watertight. There have been "amphibious" cars that are watertight on the bottom, to allow them to float, but even on these the door seals usually aren't completely watertight, and there's almost always ventilation of the passenger compartment somehow ... it may float, but submerge it and it would fill up with water.
