The seismometer does move during an earthquake. The simplest seismograph consists of a bed that a band of graph paper is pulled over and a suspended pen that touches the paper. The paper moves under the pen. The pen is fairly stationary because of its inertia. When the earth shakes, the pen traces a line that corresponds to the movement of the bed under it.

The pendulum is made of weights that are suspended on springs. The weight suspended on the springs creates enough inertia so that the pendulum is unmoved during an earthquake. The truth is, if there is enough force to overcome the inertia of the suspended weights, it will move.
