More than likely blown fuse.
The cause of your power doors and locks and radio volume not to work could be a blown fuse. Locate the proper fuse to ensure it has not blown.
You have enough battery power to power the radio, but not enough to turn over your engine. CHeck battery.
Check to see if you are getting power to the radio input wire - if so could be a bad radio
Internal cable broken? Motor burned out?
Start by checking the fuse.

Plug a booster pack or car charger with a power point adapter into the power point (cigarette lighter) of you vehicle before disconnecting the battery. This will keep power to your radio and security system. The bonus is it will even save you radio presets.
We are having the same issue in our 2002 Sequoia. We have replaced all the fuses that are on the fuse box cover map that say radio and that did not work. Anybody have an answer? How do we get our radio to work again?
If everything else works, I bet it's the radio itself or its fuse. Start from the fuse. If the fuse is fine, you need to check the radio power connection. You will have to remove the radio and disconnect it. After that find power cable (usually red thick cable coming to the radio harness and show +12 V all the time). You need to check both the power cable the accessory cable (which work when the ignition key in the position ON and gives +12V, you might have to play a little bit to find it). If the wires are fine you have to replace the radio.
You have to go to the Power Plant and return power to the Radio Station.
