Because When the filter is on the water is being pushed through the sand, this brings about a buildup of water pressure in front of the filter and a reduction of water able to get through to the returns. If the filter gets dirty the pressure gets even higher. When the system is set on recirculate the water bypasses the filter so there is no pressure in front of it and as a result of this it is able to move through the system more easily.
Check the psi on the filter tank? If its lower than usual there is something stuck in the lines or jammed in the pump impeller. If its higher than normal, it just needs to be cleaned. Also, if you put the multiport handle into the recirculate position, this will bypass the filter. If everything works better in recirculate then you have a filter problem
Cleaning the filter will lower the back presure. or else a hole in a cartridge filter will also do it.

Depends on what kind of tire and tube. Mountain bikes how lower pressure, but a higher volume. Usually about 40 PSI. Road bikes have a higher pressure, but a lower volume. Mine are at 105 PSI when I ride.
It could be as low as 8, or 10, 12, the pressure could even be lower depending on your filter size, the lower the pressure the cleaner your filter media is the higher the pressure say 17, then you need to back wash or change the media, if you are not using sand.
