The logical reason why the priests insist it be at least in its third year are based on a scripture in Num 8,8, which usually is translated in a way where you could not tell that the bullock was two years old (Parah - both Mishnah and Tosefta).
If a bullock must be two years old, then it must be in its third year. And this then applies to a full grown heifer as well as the bullock.
