Could be a faulty thermostat or maybe just low on coolant.

Moderate Heat is when the engine keeps a stable temperature. The temperature gauge is supposed to stay at a moderate heat when performing normally.
There are two kinds of engine temp gauges available for VWs. One is the Oil Temperature Gauge, the other a Cylinder Head Temperature Gauge.

Not sure what you really mean but if temp of heat does not change = likely bad thermostat etc. If gauge does not work at all but heat is fine then gauge or electrical type problem to the gauge
The temperature gauge is broken or not calibrated. You need to have your heater or thermostat regulated and/or looked at.
