Melting and boiling are changes of state. Melting changes state from solid to liquid, and boiling changes state from liquid to vapor. Thus, these are physical, not chemical changes. All of the heat energy that goes into changing solid to liquid or liquid to vapor (or any change of state for that matter), is used only to change the state and therefore the temperature of the system does not change.

Phase changes from solid to liquid (also known as melting) or from liquid to gas (also known as boiling) require energy. Atoms or molecules are bonded in some way to the other atoms or molecules all around them, in order to form either a solid or a liquid. The bonds are stronger for solids than for liquids. It requires energy to break those bonds. If you are heating up a solid which is melting, the temperature cannot go above the melting point until it is all melted, because all the energy that is added to that substance is going to be used by the process of melting.
