Why does the watchtower continually keep a sense of fear and terror for the armageddon by prophesying on a systematic manner the end of the world on date and things that will happen?

Because Jesus told his followers to "keep on the watch" for the end of this system. (Matt 24:42 one example)
Jehovah's Witnesses are the Christian organisation he is using to do the world wide preaching work (Matt 24:14) so since the sign Jesus gave to watch for is so evident they are doing what he told them to do in keeping people on the alert.
Sadly most want to stay asleep to what is happening and get annoyed when we try to rouse them.

All efforts of the Watchtower Society have been toward the preaching work as commanded by Jesus at Matthew 28:19,20. I'm not sure what sort of safety could be extended or was denied by any efforts by Rutherford. The watchtower Society is constantly fighting and winning legal battles to uphold our safety from public officials who are continually attempting to prevent us from meeting peacefully, especially in countries outside the US.
