there are 4 switches that are similar for headlights, fog lights, rear defrost and hazard. the headlights and fog lights are on the left side of the steering wheel. rear window defrost and hazards are on the right side of steering wheel.

The switch for the fog lights is above the radio, next to the rear window defrost button and the traction control defeat button.
because is broken ? Because is cold outside ? Because you don't know how to turn the switch on ?
If the heater core is ok, check to insure your ac unit is working. The ac works in conjunction with the heat when running defrost, and without the ac air windows will fog up .
bad headlight switch
This happens in my '93 Honda Accord as well. Since I haven't found a real solution, I've found that if you turn the Defrost + Air Conditioner on at the same time, then the fog will quickly dissipate. The downside is that you need to drive with both the defroster and AC on at the same time; when they're turned off the fog crops back up...
The a/c kicks in when u turn the defroster do dry up the air. Eliminating humidity aids in getting rid of the fog

They usaually fog up the inside of the windshield when defrost is used, soak the pass side floor with coolant and smell of anti freeze when operating heater in any mode.
