You have an Ultimate Rare Doomkaiser Dragon. Ultimate Rares are special version of the Ultra Rare cards in the set (older sets had Ultimate of Supers and normal Rares too). They have a textured feel to the card's foiling, and a foil effect on the stars too. Sometimes the foiling on the stars is misaligned, it's not that uncommon, the stamping head must have been a tiny bit out of place.
