If she is your best friend, she does notice you.
Answer: She may notice you and is not saying anything because she doesn't want to mess up your friendship. Another reason may be she is your best friend and she may view you more as a brother than an available guy. If you like her give it a shot, by noticing your friends, she may just be trying to make you jealous eneough that you ask her out. And that is what she may really wnat.
