One of the turn signal bulbs is not working. This creates less resistance and causes the lights to blink faster.
If you pull the bulb and check that its good you should then check where it makes contact. If you notice any green it has started to oxidize and is not making good contact. Clean the contact areas and apply a small amount of diaelectric grease to the contacts, which will aid in any further oxidation. Most any automotive will have a small tube for around $4. or less.

Between each blink there is a space in time when the bulb is not lit. Turning signal lamps have to blink at a certain rate (at least in Britain or fail the MOT - Ministry of Transport - test certificate).
