That is happening because you have a leak somewhere in the system and it is not allowing it to build pressure. when there is no leaks it would not boil over because the pressure in the system would in a way compress the water from becoming a vapor. and that pressure can be getting lost threw a crack in the radiator, a hole in a hose, a loose hose, a bad radiator cap pressure seal, or a crack in the block.
there might be a bubble in your radiator
Open the radiator drain and let drain into a catch basin. Run water through the radiator by filling through the radiator cap with a hose till the water coming out is clear. Fill through the overflow bottle if there is not a radiator cap present.

easiest way is to fill radiator and look and see where fluid is coming out, but Im sure you thought of that. The best way is to plug the ends of the radiator up with some type of rubber stopper then insert blow air through the drainport while holding it under water. Wherever the bubbles are coming from is where its leaking.
If an air bubble gets into the coolant it could be pumped through the heater core and sound like water is ready to come right through. Check the coolant level, radiator hoses, the water pump and the cooling system cap.
Generally, with that smell- the heater core has gone bad.
It's probably an electrical problem. It could be the radiator or the alternator. Check the filter caps.

If the smoke is coming from the electric fan itself, then it needs replacing. It could be the smoke is steam that the fan is drawing from the radiator, and you have a coolant leak at the radiator.
