Shale largely consists of overlapping platy clay minerals which makes it fairly impermeable. With sandstones rounded grain texture, the gaps between the grains make it permeable.

Spaces between shale are so small that water cannot pass through them. Because the cementation process does not fill all the the spaces between sand grains, sandstone contains many small holes.

Water has great difficulty seeping through shale because shale is non porous. While shale is brittle, it has a very dense quality.
