It will give you this option because you might have two or more programs on your computer that can open this file. For example, a Java JAR file could be open with either Java Runtime Environment or in an archiving program such as WINRar.
It lets you choose what program to open that file with. Say the JAR file was a game, you would use the runtime environment to play it and WinRar to mod it.
