On most newer cars the seat belt does not lock until the car comes to a sudden stop like an impact or hitting the brakes hard, they stay loose for freedom of motion. I do not think that is what the original questioner meant. I have a 2002 Mercury Grand Marquis and sometimes the seatbelt will just click and suddednly I have no seatbelt on. The light on the dash does not come on or anything and the dealer can find no reason for this. And yes, I check it to make sure it is secure when I put it on.

1988 Grand Marquis hubcaps have a lock on them. You'll need to buy it. The center panel (with the mercury logo) comes out and you'll see a little opening that is flower shaped. That needs to turn to release the hubcap from the lugnuts.

First make sure the wipers are parked. Next open the hood of the car. You have to pull the wiper out and there is a small tab on the arm that you pull out that will release the wiper arm.
