That is the safety default (limp in) gear. The trans computer has detected a problem. You need to have the tcm checked for codes. The problem could be electrical or mechanical.
speed sensor on transmission

the transmission went out
No
It tells you your second gear start switch is on. When on, that switch makes the transmission not use first gear. This is good for icy winter conditions.
Possible, but it would be worth your time and money to have the transmission computer checked for codes. If it sticks in second it is because the computer has set a code and went into safe mode. The code will point you to the faulty part.
CAR WONT START Transmission may not shift. Check engine light could be on.
Maybe just a linkage adjustment Will it start in Neutral, Reverse, or Drive??
A failed bearing in the transmission.A failed bearing in the transmission.
Sounds like the neutral switch is out of position on the shifter or transmission
The first two things to check would be the transmission fluid level, and have it checked for codes. A lot of transmission problems will set trouble codes.
If your 1993 Dodge Colt is not going into gear, it could be due to several issues, such as low transmission fluid, a faulty clutch, or a problem with the transmission itself. Start by checking the transmission fluid level and condition; low or dirty fluid can cause shifting problems. If the fluid is fine, the problem may lie with the clutch components or internal transmission parts, requiring further diagnosis or professional assistance.
