Why does your 1998 neon get hot and tries to quit running and burns rich?

If anyone knows the answer to this question, please help us. My 95 DOHC Sport quits running. Hot days only and usually when I shut it off for a few minutes. It starts but wont climb above 2k rpm. Smells rich and sometimes backfires thriugh intake. Let it sit for 30 mins, runs great.... I've replace coolant temp sensor-same thing. Replaced water pump-same thing. I put a frozen pack of sausage on coil (too cool coil not cook sausage) and it ran longer. Fuel pump makes more noise then used to when starting...any ideas?
