If it's cold outside, it's because ECU use ambient temperature sensor and coolant sensor to manage RPMs. After you start the car the coolant temperature is low and ECU sets RPMs very high, when it gets warm RPMs drop down until engine reaches operating temperature.
You need to replace the EGR valve. Make sure to replace the plugs too after that.
First you must check the ISC motor ( idle speed control) operation. Its located by the throttle body. It controls idle and high idle speeds. Good luck

Overall idle cannot be adjusted mechanically because Camry uses electronic fuel management. If your idle is irregular or very low, you need to check the air filter whether it's plugged, idle control valve (use throttle body cleaner), throttle position sensor and EGR valve (you might have to clean it too).
