THere is no emergency cut-off switch on a 1995 Dodge Caravan.
According to allpar's writeup on the 2.4 engine the tops of the pistons are cut to allow for valve clearance should the timing belt brake. Therefore it is a non- interference engne.

There is not a fuel cut off switch on a 1995 caravan. The fuel pump is electric and when the engine is not running or being started the fuel pump is shut down. So no need for a fuel cut off switch.
