The cooling fans are the only cooling source for a air cooled engine.
Whenever the AC is turned on, both cooling fans also come on. Otherwise, during normal operation only one fan comes on when activated to maintain correct engine temp.

The engine temperature fluctuates some what because the thermostat is opening and closing all the time to maintain the proper temperature, the cooling fans both mechanical clutch types and electric do not always run at full speed and in the case of electrical fans only run when the engine is getting to hot. Most electrical fans will turn on at about 220-230 degrees and off at around 200-210 so the engine will constantly be getting hotter and colder when the vehicle is not moving but should be more consistent when cruising since the fans are not required. Temperature fluctuations can also be caused by engine cooling system failures like a failing head gasket which will pressurise the cooling system and halt coolant flow causing the engine to overheat. If your engine is not overheating and your heater works fine no excessive white smoke out of the tailpipe and you have normal fluctuations then you shouldn't be concerned about it. You may also be low on coolant from a leak in the system.

By fans, I assume it has more than one. One of these fans will run continuously when the A/C is on. The other fan should only run when needed to cool the engine down. In stop and go city driving in the summer with the A/C on, both fans may very well run continuously. At highway speeds, only the A/C fan should normally run. Sounds like you need to have your cooling system serviced. A complete drain and flush of the cooling system and a replacement of the thermostat may help. Also make sure the radiator external fins are clean and not clogged with bugs and debris.

Defective fan thermal relay switch.
One of the fans operates independently of the air conditioning system. The other fan will only operate if the air conditioning system is turned on and the engine needs extra cooling to exhaust the heat transferred to the engine coolant by the operation of the A/C. They both are tirggered into operation by thermostatic switches but not the same switches. They are independent of one another. CAUTION: Do not confuse these thermostatic switches with the actual cooling system thermostat contained in the engine block that controls the flow of the coolant.
