That is usually a sign of your dog having sensitive skin and therefore it turns red and is usually also very itchy. The best way to treat that is to change the dog's food to a brand suited for dogs with sensitive skin, or to get a oil from the vet which would help a dog with suited skin. This oil can be thrown over the dog's food.
