It depends.. if it's a newborn, its because it wants its mom to feed it (my new hamster babies have been squeaking since they were born). If its an adult it may be hurt or hungry-- If its an adult squeaking that much, something is wrong & I suggest a vet if it seems hurt.
From experience, Hamsters chatter their teeth when they are irritated. You'll notice that they do this if you handle them too much, are too noisy around their cage or mostly if you wake them up during the daytime. Leave your hammy alone for a while and he'll soon stop.
