I would think there is a problem here. May not be serious, but when they walk on three legs, they are feeling pain, or at least some discomfort using the leg. Watch the dog for a few days see if it comes around, may have twisted it, or something while playing and jumping around which terriers seem to do. If the dog continues to raise the leg, then bring him in for on x-ray to check for any breaks.
