Drag cars and high compression vehicles need high octane fuel to stop the fuel from rapidly combusting too early on the compression stroke. Higher octane fuel has absolutely nothing to do with "explosive energy."
While water in the fuel is a possibility, you'll need to be more specific, ie conditions, type of vehicle. The problem could be fuel related or electric related as well.
