This means the information you entered for your SMTP (simple mail transport protocol) is not correct. Please check your settings in your mail client (outlook or thunderbird or etc)

If you are still able to browse internet, you should check at your internet service provider what the name of your mail server should be. Configure this in your mail program as SMTP server name. How that is done is depenting on the porgram used.
The SMTP sever of Hotmail is smtp.live.com.
If you are using a SMTP server be sure to turn off any option that says SMTP relay.
