Why does your computer not shut down in windows 2000. I try to shut it down and the monitor goes to a black screen with a blinking what should I do?

This is an explanation not an answer
I had just used a BART PE program to get an image for the machine. The machine I got the image from works fine so i think BART PE messed up. Also the only problem is with shutting down the computer through the operating system I can still hit the power switch.
