You need to take your car into a service center as soon as possible. The fan is on constantly because there is a problem with your car. It could be your thermostat or cooling temperature sensor.

In my experience, most electric fans come on when the coolant temp sensor signals the computer to start cooling when the car has run up to temperature. Another factor is the fan relay/fan relay control module. I think just the fan clutch type start up with the engine.

You turn the car on to acc but don't crank the car, then hit the gas pedal three times and the light will start blinking then cut the car off then start the car up and it's off.
