It means you probably have a virus, but there is not enough fluid in your stomach to create throw up, but ur body is trying to get rid of stuff it doesnt like. you got a virus.
Maybe because he/she has something in its throat or mouth. or has recently eaten something it doesnt like.

I'm sorry that I can't answer all of your question but the not throw-uping part is normal, it usually means that he thought he needed to throw-up. It is a lot like us coughing when something goes down the wrong way. The breathing rapidly? I would think that he's just trying to get his breath back. Or it is just because he IS a puppy. It could be too, if your puppy has been playing and running it's throat became dry and needs a drink of water. Mine does that too.
