Close to the anus in dogs are glands that when smelled by other dogs tell them all sorts of information.
Dogs can tell another dogs gender, age, sexual maturity and interest, and dominance simply by smelling their rear end.
Think of it as a sort of introduction, the dogs meet, and then want to know where each other stand, who's dominate, who's submissive, who's ready to mate, etc.
