First thing that comes to mind is the Power Steering pump. Ford is famous for whining power steering pumps. The noise should be present whenever the truck is running, but more pronounced when dry steering or increase in rpm.

I would suspect a power steering pump problem. Check the P/S fluid level and add as necessary. If it is full the pump is more than likely failing.
possibly your wheel bearing is on its way out
could be the fuel pump not working. when you go to start the truck just turn the key on and go to the gas tank and listen if you can hear the fuel pump running. should sound like a whining sound.

A whining sound coming from the front of the engine would make me think one of the bearings is wearing out in the belt assembly. This is something you should fix promptly.
