Then it's bullying. The victim(s) will seem stressed and hurt. If youhave bully fish put them in a different tank or return them to the pet store.

Your tank is far too small for keeping goldfish. The resident fish will try to kill any other fish that you add because it knows that it will die if other fish are in with it. A single goldfish grows to around 10 inches and needs at least 10 gallons (22.5 ltrs) of water to survive. When you take into consideration the fact that your tank is not filled to the top so it will probably only be holding around 20 ltrs the goldfish (Blackmoor) is already stressed.
