Why does your head and sholders feel like there are needles everywhere it happens all the time and usually is accompanied with a headache?

It could be harmless conditions like muscle spasms or more serious but not life threatening problems like disc problems in the neck. There are some other causes so you should see your doctor.
If you are older and start to have vision changes you should go to the emergency room immediately.
