This could either be caused by a faulty auxillary water pump (the electric one that feeds the heater), or by a faulty monovalve that controls when hot water can flow through the heater core.
The monovalve will fail closed if the diaphragm is tore because the increased water pressure (from high engine speeds) will water log the diaphragm and force it closed.
Check antifreeze level, then thermostat next, heater core last
heater on at idle and will not blow warm air. when moving it blows the warm air from the vents. what will cause this
Although my car is not an Eclipse, I experienced the same issue. A mechanic determined that my radiator was partially blocked and recommended replacement. My heater now blows heat whether I'm stopped at a light or moving.

can you please clarify what you mean, do you mean that the front heater blows cold but the rear blows hot or do you mean that when the heating is on cold it blows hot? many thanks paul
The heater core is stoped up / MAYBE. Are the engine is low on coolant, Check coolant level in radiator.

Get the air out of your heater core.
The heater fan ONLY blows the air, it does not make the temperature of that air. Your heater temperature controls how hot the air is. Adjust your heater temperature for hotter or cooler air.
