Why does your house ac stay on for 8 minutes and off 2 minutes?

Because of the thermostat. This will turn on the unit when the temperature gets below what ever degree it is set at and then will turn off when the thermostat gets at that temperature.

Why does the compressor on the house ac stay on after the thermostat goes off?
My first guess without seeing it is that the contactor is stuck (welded) shut and needs to be replaced. If you have not already done so turn the outdoor unit off until this is fixed or you will be replacing the compressor too.

You need to recharge your AC Lines. They will work in Low because they dont have to have so much pressure as if they were in high. So that is why they kick off and on.

Yes that is fine. If you are worried about the bills the best thing to do is to turn the ac down not off when you leave and then when you come back, turn it back up to your comfort level. This way you do not have to try to re-cool the whole house.
