Because the interlock mechanism is broke. Take the cover off the bottom of thesteering column. There on the bottom of the column you will see a cable running up from the dash. The other end of the cable is connected to the shifter. The ignition switch triggers a pin downward that moves the cable allowing the shifter to move.

The problem is the pin gets worn or is cheap and can not take the wear and tear. The solution is to remove the end of the cable from the connector on the steering column. I duc taped mine in-place just back of the connector due to the pain it is to remove it completely. Be warned that this "fix" deactivates the interlocking between the ignition switch, steering wheel and shifter. The shifter will move without having the key in, but, it will move. You can also take you keys out when you shut off the car. This is a nice feature too. Cuts down on the stolen vehicle thing.

This problem starts small then get worse. At first the keys get hung up from time to time. Then it gets hard to mover the shifter out of park. When it is out of park sometimes you can't get it back in park. When you do get it back in park then the keys can be impossible to remove. I almost missed an Oral Surgeon appointment because of this key problem. I got lucky and had the worst of both.

You also now can lock you keys in the car!! Depending on the situation the chime may not fire or the locks will active at times. It was nice that it was impossible to lock the car with the keys in the ignition. Now you can.
