There was a time when mine didnt load because the Wizards Tower, and or both the Theives Den was deleted off of my memory unit
I have had similar problems. I simply opened my Oblivion file folder and simaltaniously opened/extracted my Mod File (onto my Desktop) and copy/pasted them directly into the Oblivion Data files.

If its a 7zip file, you must have 7 zip http://www.7-zip.org/ and choose the first option (.exe)If its a winrar file, download winrar which can be more effective since it can unzip most file types.When finished saving the downloaded file, read the readme file to check what the file includes. Then extract the file with winrar or 7zip and copy to oblivion program files. then go to options in Data files and choose the file amd select it.
