Yes, of course, this is a fatherly display of affection. If I can assume that you are female and your are talking about your boyfriend, I would suggest that this is not the start of a health relationship. Consider that you really do not want a father, but a friend who gives you respect as an equal. Why don't you tell him how you feel about his patting your head and ruffling your hair? He might not even be aware that this gesture is inappropriate.
