Well is your throat scratchy or hurting?
If yes: Take a pinch (or 2) of regular table salt and put it in your throat. NOT ON YOUR TONGUE. You do not want to taste salt. Swallow the salt BEFORE it dissolves. Then drink a glass of water. Try singing. If it doesn't work continue reading this answer.

Okay, if it wasn't the throat issue, have you just began singing?
If yes: Maybe you just can't sing. Maybe you just don't have it in you. Sorry.
If no: Here is the BIG answer: You probably of that thick saliva stuck inn your throat try un clogging it. If no, have you seen a voice controller yet? Try that. If yes, maybe the song you're singing is for a stronger voice. I never had this problem, my voice is naturally good, maybe its the fact I am born on the same day as Elvis Presley (I am MUCHHHHHHHHHHHHHHHHHH younger, however.) So just see a controller, your voice may not be good enough for singing.
