Many operating systems will come with built-in short-cuts that can be controlled from the keyboard. The arrow keys, for example, are found on most keyboards in order to allow a user to scroll small distances down a page without having to touch their mouse. The space bar has simply been designated as another form of scrolling, but one that allows the user to scroll farther in one push.
You can scroll down by just using the mouse. If you have a scroll on your mouse, just push it backwards. The page will scroll down instantly.
