The normal fan operation and AC are separate, the fan will run with the ac to keep it cooling when you are at a stoplight, or not enough air is flowing through the radiator, that is why it doesn't blow hot at a light. If it won't run otherwise the main circuit has an issue, it could range from fuse to relay, to sensor( s).
