Its called a gear ratio. At a certain rpm the gear must be changed or it will be too much for the engine to handle. Like pedaling very fast on a low gear can cause the chain on a bike to snap off. Changing gears for different speeds.

Nope, only a 5 speed Autostick automatic transmission.
The only governor I can think of is part of the automatic transmission the helps to control the shift points at which the transmission changes gear ratios.
The transmission computer will default to second gear only when it detects a malfunction and sets a code.
I would suspect that the car has a problem with either the shift cable, or perhaps the cable has popped off of the shift linkage on the transmission. If not one of those then it might be a problem with a stuck or broken mechanism inside the transmission.
