If you are wondering if there is currently a program that converts a person's typed communications into audible voice, the answer is yes. You may need Windows Vista but try this: From your start button go to >control panel and select> SPEECH. Then, you will see a tab that says text to speech. This is probably just one way to get started. Unsure if there is a Skype program for this.
