A balloon bursts when the surface tension of the balloon's rubber is broken. If tape is put on the balloon and a needle inserted, the surface tension is held together by the tape.

at the part where you blow it up Take a piece of tape and place it over the outside of the balloon. Poke the needle through the tape and through the surface of the balloon. The balloon will not pop because the surface of the balloon cannot expand, thus popping the balloon.
when a balloon burst it expands right before. when it is covered in duct tape there is nowhere for it to expand to so it doesn't pop.

No, they fizz and pop. Very little CO2 gas is released. Try this: pour a bag of Pop Rocks into a balloon, firt the opening of the balloon over a bottle of Coke, tip the ballon up to dump in the Pop Rocks, and watch as the balloon inflates a little.
it's not how loud the music has to be to pop a balloon. to pop a balloon with music you would have to find the right frequency to pop it, if it was even possible
